Eugenics - History
This article traces the historical development of the eugenics movement from its origins in nineteenth-century Britain through its global diffusion, institutionalization, and eventual collapse as a respectable scientific and policy program. Origins: Galton and Victorian Britain (1860s-1900)
The intellectual foundations of eugenics were laid by Francis Galton (1822-1911), a British polymath and cousin of Charles Darwin. Drawing on Darwin's On the Origin of Species (1859), Galton applied the logic of natural selection to human populations and argued that hereditary traits - including intelligence, character, and talent - were transmitted across generations in ways that society could, in principle, manage. His 1869 work Hereditary Genius attempted to demonstrate through genealogical study that intellectual eminence ran in families and was not primarily a product of environment or education.
Galton coined the term “eugenics” in 1883, from the Greek meaning “well-born,” in his book Inquiries into Human Faculty and Its Development. He defined it as the study of agencies under social control that may improve or impair the racial qualities of future generations, either physically or mentally. He later distinguished between “positive eugenics” - encouraging reproduction among those deemed hereditarily fit - and “negative eugenics” - discouraging or preventing reproduction among those deemed unfit.
In 1904, Galton endowed a research fellowship at University College London, which became the Galton Laboratory for National Eugenics. The journal Biometrika, co-founded by Galton and the statistician Karl Pearson in 1901, became a major outlet for quantitative heredity research. Pearson extended Galton's statistical methods and became one of the most prominent academic advocates for eugenics in Britain.
Institutionalization and International Spread (1900-1914)
The rediscovery of Gregor Mendel's laws of inheritance in 1900 gave eugenicists a new theoretical framework. Mendelian genetics suggested that discrete heritable units - later called genes - governed the transmission of traits, and early geneticists such as Charles Davenport in the United States believed that complex behavioral and social traits followed Mendelian patterns.
The Eugenics Education Society was founded in Britain in 1907 and attracted a broad membership spanning scientists, social reformers, Fabians, and members of the Liberal and Labour parties. A similar range of political affiliations characterized eugenics movements elsewhere: in many countries, eugenics drew support simultaneously from progressive reformers who saw it as scientific social planning and from conservatives concerned with national decline.
In the United States, Charles Davenport established the Station for Experimental Evolution at Cold Spring Harbor, New York, in 1904, with funding from the Carnegie Institution. In 1910 he added the Eugenics Record Office, which collected family pedigrees and trained fieldworkers to document hereditary traits across American families. Davenport's 1911 book Heredity in Relation to Eugenics became a widely used university text.
National eugenics organizations were founded across Europe, North America, and Latin America in the first decade of the twentieth century. The First International Eugenics Congress was held in London in 1912, attended by delegates from over a dozen countries and chaired by Leonard Darwin, son of Charles Darwin.
Legislation and Compulsory Sterilization (1907-1933)
Indiana passed the first compulsory sterilization law in the United States in 1907, targeting persons in state institutions deemed “confirmed criminals, idiots, imbeciles, and rapists.” By the early 1930s, more than thirty American states had enacted similar legislation. California was the most active, accounting for a substantial share of the approximately 60,000 sterilizations performed under state law in the United States during the twentieth century.
The legal basis for compulsory sterilization was affirmed by the United States Supreme Court in Buck v. Bell (1927), in which Justice Oliver Wendell Holmes, writing for an eight-to-one majority, upheld Virginia's sterilization statute and wrote that “three generations of imbeciles are enough.” The case involved Carrie Buck, a young woman in a Virginia institution whose mother and daughter were also classified as feeble-minded.
Canada, Sweden, Denmark, Norway, Finland, and several other countries enacted sterilization legislation during this period. Sweden's program, administered from 1934 onward, resulted in the sterilization of over 60,000 people by the time the law was repealed in 1976, though the program's scope and voluntary character varied across decades.
Eugenics and Race: The American Context
American eugenics increasingly intersected with anxieties about immigration and racial hierarchy in the early twentieth century. Madison Grant's The Passing of the Great Race (1916) popularized a hierarchical typology of European racial stocks and warned that immigration from southern and eastern Europe would displace what Grant called the “Nordic” population. The book was widely read and influenced legislative debates.
Harry Laughlin, superintendent of the Eugenics Record Office, served as an expert eugenics agent for the House Committee on Immigration and Naturalization and provided testimony supporting immigration restriction. The Immigration Act of 1924 - the Johnson-Reed Act - established national-origin quotas that sharply curtailed immigration from southern and eastern Europe and barred most Asian immigration entirely. Eugenicists counted the act as a policy success, though historians debate the relative weight of eugenic ideology versus nativist, economic, and labor-political factors in its passage.
Eugenic arguments were also invoked in the context of American racial segregation. Researchers affiliated with eugenics institutions produced studies purporting to demonstrate hereditary differences in intelligence between racial groups. These studies informed both academic discourse and popular writing on racial policy.
German Racial Hygiene and National Socialism (1900-1945)
The German eugenics tradition developed under the label Rassenhygiene (racial hygiene), a term introduced by the physician Alfred Ploetz in his 1895 work Die Tüchtigkeit unserer Rasse (The Efficiency of Our Race). Ploetz co-founded the German Society for Racial Hygiene in 1905. German racial hygienists drew on both Galton and Mendel, and the field developed a significant academic infrastructure at German universities before the First World War.
The Weimar Republic enacted no compulsory sterilization law, but eugenic ideas remained active in academic medicine and public health circles. Some German eugenicists were influenced by American sterilization programs; Laughlin's model sterilization law was cited in German professional literature, and the Cold Spring Harbor station maintained correspondence with German researchers.
After the National Socialist seizure of power in January 1933, the German government moved rapidly to enact eugenic legislation. The Law for the Prevention of Hereditarily Diseased Offspring (Gesetz zur Verhütung erbkranken Nachwuchses), enacted in July 1933 and effective January 1934, mandated sterilization for persons diagnosed with a range of conditions including congenital feeble-mindedness, schizophrenia, hereditary epilepsy, hereditary blindness and deafness, severe alcoholism, and Huntington's disease. Hereditary Health Courts (Erbgesundheitsgerichte) adjudicated cases. Approximately 400,000 people were sterilized under this law between 1934 and 1945.
The Nazi program moved beyond sterilization. The Aktion T4 program, begun in 1939, organized the systematic killing of disabled patients in German institutions. An estimated 70,000 to 200,000 people were killed under Aktion T4 and related programs before and during the war. The Holocaust, in which approximately six million Jews and millions of others including Roma, Poles, and Soviet civilians were murdered, was framed by Nazi ideology in racial-biological terms, though historians distinguish between the specifically eugenic programs and the broader genocidal project.
Scientific Challenges and Dissent (1910s-1940s)
Scientific criticism of eugenic claims developed throughout the movement's period of greatest influence. The geneticist Thomas Hunt Morgan, whose laboratory work on Drosophila established the chromosome theory of heredity, expressed skepticism about the genetic basis for many traits eugenicists claimed to measure. His 1925 book Evolution and Genetics questioned whether complex behavioral traits behaved as simple Mendelian characters.
The British biologist Lancelot Hogben, the American geneticist Herbert Spencer Jennings, and the population geneticist J.B.S. Haldane all published critiques during the 1920s and 1930s attacking the quality of eugenic evidence and methodology. Franz Boas and his students in American anthropology challenged the conflation of race, culture, and heredity that undergirded much eugenic and racial-hygienic writing.
The geneticist and statistician Ronald Fisher contributed to the mathematical foundations of population genetics in The Genetical Theory of Natural Selection (1930), portions of which engaged with eugenic themes, while his technical work helped establish the framework that would eventually undermine cruder hereditarian claims. The population geneticists Sewall Wright and J.B.S. Haldane's independent development of mathematical population genetics similarly refined the science in ways that complicated simple eugenic prescriptions.
The 1939 manifesto known as the “Geneticists' Manifesto,” signed by prominent geneticists from multiple countries at the Seventh International Congress of Genetics in Edinburgh, affirmed that genetic improvement of human populations would require elimination of racial, class, and sexual inequality before meaningful eugenic programs could be scientifically designed - a statement that effectively repudiated mainstream eugenic practice.
Postwar Decline and Institutional Dissolution (1945-1970s)
The exposure of Nazi racial programs at the Nuremberg trials and in postwar investigation severely damaged the reputation of eugenics as a field. The connection between respectable prewar eugenics and Nazi practice was extensively documented, and many scientists and institutions that had supported eugenics distanced themselves from the term and its associations.
The Eugenics Record Office at Cold Spring Harbor was shut down in 1939 after a review committee of the Carnegie Institution found its research methods inadequate. The American Eugenics Society continued to exist but shifted its focus toward population control and family planning, eventually rebranding as the Society for the Study of Social Biology in 1973.
The UNESCO Statement on Race, issued in 1950 and revised in 1951 with input from geneticists, rejected the scientific validity of the hierarchical racial typologies that had informed much eugenic and racial-hygienic thinking. Subsequent developments in human genetics, including work on population variation and the complexity of polygenic traits, further undermined the hereditarian frameworks eugenicists had relied upon.
Compulsory sterilization programs did not end immediately after the war. Sweden's program continued into the 1970s. In the United States, coercive or non-consensual sterilizations of Native American women were documented into the 1970s, administered through the Indian Health Service. California's sterilization law was not formally repealed until 1979.
Controversies
Some historians argue that the postwar historiography of eugenics has overstated the continuity between mainstream Anglo-American eugenics and Nazi racial hygiene, while others contend the connections were direct and acknowledged by contemporaries; see Eugenics - Debate.
