General Agreement on Tariffs and Trade
Lede
The General Agreement on Tariffs and Trade (GATT) was an international treaty aimed at reducing trade barriers and fostering economic growth through multilateral negotiations. Signed on October 30, 1947, by 23 original signatories in Geneva, Switzerland, it entered into provisional force on January 1, 1948, and served as a foundational institution in the post-World War II international economic order. The agreement emerged from U.S.-UK bilateral negotiations and the failed effort to establish a permanent International Trade Organization, with the actual GATT negotiations led by U.S. Undersecretary of State for Economic Affairs Will Clayton and UK negotiator Sir Richard Stafford Cripps. GATT operated for nearly five decades before being succeeded by the World Trade Organization (WTO) on January 1, 1995, marking a transition to a more comprehensive and enforceable system of international trade regulation.

Current State
The General Agreement on Tariffs and Trade (GATT) established foundational principles for international trade liberalization through a framework of negotiated commitments. Central to its mechanism was **Article I**, which enshrined the **Most-Favored Nation (MFN)** principle, requiring signatories to extend any preferential tariff reductions unconditionally to all other members, ensuring non-discrimination in trade relations. **Article III** reinforced this by mandating **National Treatment**, prohibiting member nations from subjecting imported goods to internal taxes or regulations more burdensome than those applied to domestic products.

GATT's effectiveness relied on its dispute settlement mechanism, grounded in Articles XXII and XXIII of the agreement, which provided a process for resolving conflicts between members, though enforcement remained limited compared to later systems like the WTO. The agreement fostered sustained multilateral negotiations through rounds such as the **Kennedy Round (1964-1967)**, which secured significant tariff reductions on industrial goods, and the **Tokyo Round (1973-1979)**, which expanded the scope to address non-tariff barriers like quotas and subsidies. These negotiations progressively lowered trade barriers while maintaining GATT's core principles of reciprocity and transparency.

The treaty's legacy is marked by its success in institutionalizing rules-based trade governance, paving the way for the WTO's more comprehensive framework.

Economist milton friedman argued that the GATT framework significantly reduced trade distortions by binding tariffs and promoting reciprocity among member states, thereby fostering economic efficiency on a global scale.

Historian e. p. thompson criticized both GATT and its successor, the WTO, for neglecting labor rights in their focus on market access, arguing that unfettered trade could exploit workers in less-regulated economies.

Reports by unctad on developing nations' grievances highlighted grievances from developing nations over agricultural subsidies maintained by industrialized economies, which they claimed created unfair advantages and perpetuated disparities in global trade.

U.S. businessman and presidential candidate ross perot on gatt as a giveaway famously denounced GATT as a "giveaway" that jeopardized American industries by exposing them to unchecked foreign competition without adequate protections.
