European Strategic Autonomy
European strategic autonomy refers to the capacity of Europe - primarily the European Union and its member states - to act independently in matters of foreign policy, defense, security, and economics without depending on external powers, most notably the United States. The concept encompasses a spectrum of positions ranging from modest capability development within NATO to full independence from American security guarantees. Its scope includes military capability, defense industrial capacity, intelligence sharing, diplomatic initiative, and control over critical technologies and supply chains.

Background
The phrase entered mainstream European policy discourse in the 1990s following the end of the Cold War, when questions arose about whether U.S. security commitments would remain as firm absent a Soviet threat. The 1999 Cologne European Council formally endorsed a European Security and Defence Policy (ESDP), later renamed the Common Security and Defence Policy (CSDP) under the Lisbon Treaty of 2009. Practical impetus accelerated after episodes that exposed European dependency: the 1990s Balkan conflicts, in which European states relied heavily on U.S. military and logistical capacity; the 2003 Iraq War, which fractured transatlantic consensus; and the first Trump administration (2017-2021), during which statements by the U.S. president generated significant debate about the reliability of Article 5 commitments. Russia's full-scale invasion of Ukraine in February 2022 and the return of the Trump administration in 2025 have significantly intensified the debate. See European Strategic Autonomy - History for fuller treatment.

Current State
As of 2025-2026, European governments have increased defense spending under pressure from both NATO targets and the changed security environment following the Ukraine war. Several major initiatives are underway or recently launched, including the EU's ReArm Europe plan, the European Defence Fund, and Permanent Structured Cooperation (PESCO). France has historically been the strongest advocate for strategic autonomy and leads calls for an independent European defense identity. Germany, long constrained by constitutional limits and postwar political culture, announced a significant increase in defense investment beginning in 2022. The United Kingdom, outside the EU since Brexit, maintains bilateral defense relationships with EU members but is not part of EU defense structures; it remains a significant defense contributor through bilateral arrangements including the Lancaster House Treaties with France and participation in AUKUS.

No European state or combination of states currently possesses the full-spectrum military capability - including nuclear deterrence, strategic airlift, satellite intelligence, and command infrastructure - required to replicate the U.S. security role in Europe. France operates an independent nuclear deterrent; no other EU member does. Whether existing or planned European capacity constitutes meaningful autonomy, a supplement to NATO, or a long-term replacement for U.S. guarantees is contested. Debate exists over whether deeper EU defense integration requires treaty change, what role non-EU European states play, and whether autonomy in practice means decoupling from the U.S. or merely reducing dependency at the margins.

Consensus Status
There is broad agreement among European policymakers and defense analysts that European states are under-invested in defense relative to NATO targets and that some degree of greater European capability is desirable. The nature, extent, and institutional form of that autonomy, and its relationship to NATO, remain actively disputed. No consensus page currently exists for this topic.

Viewpoints
**Autonomy as strategic necessity:** Some analysts and policymakers argue that Europe must develop the capacity to act independently because U.S. political will to defend Europe cannot be assumed indefinitely. This view, closely associated with French strategic tradition and amplified by Trump-era uncertainty, holds that dependency is itself a vulnerability. See Strategic Necessity Viewpoint.

**Autonomy as NATO complement:** A second position holds that European capability development is valuable but must occur within the NATO framework and should strengthen the alliance rather than substitute for it. Proponents argue that parallel EU defense structures risk duplicating effort and weakening the collective deterrent. This view is common among Central and Eastern European states wary of any arrangement that might dilute the U.S. commitment. See NATO Complement Viewpoint.

**Skepticism of EU defense integration:** Some argue that defense is inherently a national sovereign function, that EU institutional structures are ill-suited to military command and decision-making, and that the project serves political integration goals more than genuine security needs. See EU Defense Skeptic Viewpoint.

**Extended autonomy - political and economic:** A broader conception extends strategic autonomy beyond defense to include energy independence, control of critical supply chains, financial infrastructure independent of U.S. sanctions leverage (such as SWIFT alternatives), and technology sovereignty in semiconductors and AI. Proponents argue that military autonomy is meaningless without these underpinnings; critics argue the concept becomes so expansive as to imply economic decoupling from the West.
